1. What are the internal rules of procedure?

Rules of Internal Procedure:

  • is a document containing specific rules and regulations for daily living within a multi-owner building, such as an apartment or office building.
  • Complements the basic deed and co-ownership regulations and has a more informal and practical function.
  • is prepared by the association of co-owners (VME) or a trustee.
  • is drafted privately.
  • is binding on all owners within the building.
  • replaces the former By-Laws, also known as the Internal Regulations.
  • Requires a simple majority vote at the general meeting to draft or amend the regulations: you need at least 50% of the votes.

If you buy or rent an apartment or office, and each owner has signed the regulations, they are binding on all owners within the building.

4. What does this mean for tenant and landlord?

  • As a landlord (owner), you must provide the tenant with the internal rules of procedure.
  • As a tenant, you must sign your regulations stating that you are aware of and agree to them.
  • As a tenant and landlord, you must comply with the regulations.
  • Co-owners will hold the landlord (owner) accountable for a violation by the tenant.

  • Write in plain language so that the regulations are understandable to any owner.
  • Involve all owners and residents in drafting the regulations.
  • Make sure all owners and residents get the regulations.
  • Keep in mind the building and its owners and occupants. What works for one building may not work for another.
