The City of Antwerp is launching an ambitious project for 50 budget rental homes on the Rozemaai site in Ekeren. The aim is to make affordable housing accessible to a broader group of Antwerp residents. The city is aiming at people who are not entitled to social housing, but also find it difficult to access the private rental or purchase market. For the realization, AG Vespa, the autonomous municipal company for real estate and urban projects, is now organizing a market call.
The City of Antwerp is looking for an external partner for this project. This will be responsible for the design, construction, financing and maintenance of the building. The housing will then be allocated through the city’s regulations for budget rents.
“As a city, we are fully committed to affordable housing,” said alderman for housing Els van Doesburg. “For at least the next 50 years, we want to give this site in concession to a private partner, on the strict condition that they realize affordable rental housing here. By drawing clear lines as a city, which the private sector can respond to, we are also creating something beautiful here for the people of Antwerp.

The City of Antwerp is currently already offering budget rental housing in the renovated Fierens blocks owned by AG Vespa. New budget rental homes are also currently being built in Oudemansstraat.
50 new affordable housing units
The land designated for this purpose on the Rozemaai site in Ekeren has a total area of 5,450m². That is almost as big as a soccer field. This land is currently undeveloped, and has numerous advantages: with a location between the Rozemaaipark and nature reserve the Oude Landen, and near the center of Ekeren, its approach roads and public transport.
Procedure and timing
As contracting authority, AG Vespa is putting a works concession for the realization of this project on the market. This is a negotiated procedure with publication in several phases: a selection phase and an award phase.
